I can’t figure out how I can fix this issue, and can actually play the game, but when I install a mod, It won’t download because of this error. I’ve been trying to install my mod for the past 3 days, and after each restart, I get this error. Any suggestions or help are greatly appreciated!

As you didn’t post your solution, I will give you another possible answer. I noticed you mentioned you have tried creating a new user to install the mod, with no success. Perhaps that wasn’t the best thing to do, since doing that isn’t always reliable (and sometimes it might not even work).
Anyway, I have another suggestion that could work for you, if you’d like to try it. If you’re not familiar with this method, it’s usually used for similar situations as above. Basically, what it entails is launching the.exe in it’s own window, and using File > Create Process / Shell to start cmd.exe in the game’s folder. So, first open the game’s folder in Explorer, and open cmd.exe. Then, type “C:\Program Files\Steam\steamapps\source\SGC\sgc” (or whatever folder the game is installed in)
More specifically, in the game’s folder:
C:\Program Files\Steam\steamapps\source\SGC\SGC\Source\Data\
C:\Program Files\Steam\steamapps\source\SGC\SGC\Source\Data\Internal
In the folder you see Internal, there should be a file called Path_to_Exe_for_SGC.txt. Open that in Notepad, and see if any of the following lines exist:
