This is not to say that Photoshop cannot do some editing, particularly for raster images. The program also has raster image tools such as the selection tools and the Lasso tool.
You also have the ability to create raster images in Photoshop (called bitmaps), but they are typically created with other tools such as Photoshop’s own Photo Manipulation or GIMP. Photoshop is a full-featured image editor, but it is not designed to do all the things that Illustrator is.
