I have this code that creates a program with a console and then reads from a text file to create an array. It took a while to run, but I am assuming that this is a very slow way to do it.
i know that there are other ways to make the loop happen in a shorter amount of time.

This one is pure fantasy. From government bureaucracy to government waste, people are going to hold and abuse their power.
By pitting one profession against another (one of his complaints in ‘Bailouts’), by making rules so difficult to pass, that it is impossible for someone outside the industry to have a fair playing field, the only thing that will happen is to empower and reward the unscrupulous.
And I fail to see how setting a limit of local people who should get the contract (by eliminating the foreign consultants) results in less competition.

The problem with this idea is that there is no regulation of how the government hires outsiders consultants. This means no one is held accountable for hiring crooked consultants, so black-outs, fraud and corruption will always exist.
The proposal will do nothing to prevent those who have government experience from going into the private sector. And if you want to make it easy for them to get these contracts, you make it more difficult for those without the experience to compete.
This is a policy that will allow government contractors to continue corrupting the system, and it is dangerous to sit back and do nothing.
